Dubai is once again setting its sights on the global stage with ambitious plans to turn Al Maktoum International Airport—also known as Dubai World Central (DWC)—into the busiest airport in the world by passenger volume. Announced by Sheikh Mohammed bin Rashid Al Maktoum, these transformative developments are poised to redefine aviation and urban development in the region.


Aiming for Record-Breaking Passenger Capacity

Currently a hub for aircraft maintenance, cargo operations, and executive jets, Al Maktoum International opened in 2010 with the long-term goal of becoming a global passenger megahub. That vision is now accelerating, with plans to increase annual capacity to a staggering 260 million passengers—100 million more than previous projections. To put this in perspective, Atlanta’s Hartsfield-Jackson International Airport, the current busiest airport by passenger volume, is expected to handle 110 million travelers this year.

The first phase of DWC’s expansion, projected to be completed within 10 years, aims to boost capacity to 150 million passengers annually. Ultimately, the airport will feature 400 aircraft gates and five parallel runways, creating an infrastructure capable of handling unprecedented traffic.


Dubai South: Building a City Around the Airport

DWC will serve as the centerpiece of the Dubai South district, a 145-square-kilometer master-planned city south of Dubai. This development will include eight neighborhoods dedicated to specific industries and activities, combining residential and commercial areas. It’s expected to accommodate one million residents and attract leading global companies in logistics and air transport.

“This project is for future generations,” said Sheikh Mohammed. “Dubai will be the world’s airport, its port, its urban hub, and its new global center.”


A Global Race for Aviation Supremacy

The Gulf region is a hotbed of airport expansion, with countries like Saudi Arabia, Qatar, and Oman also vying for dominance in long-haul connectivity. For instance, Saudi Arabia is developing a six-runway airport at King Fahd International capable of serving 185 million passengers annually. Qatar’s Hamad International Airport is scaling up to accommodate 60 million passengers, while Abu Dhabi recently opened its impressive Terminal A, capable of handling 79 aircraft simultaneously.

In Dubai, these plans are seen as a necessary step to maintain its competitive edge. Emirates, Dubai’s flagship carrier, has already announced plans to relocate to DWC as its “future home,” further solidifying the airport’s central role in the emirate’s aviation strategy.


Timelines and Challenges

While the first phase of DWC’s expansion is expected to be operational within a decade, full development will unfold over several decades. This long-term project aims to prepare Dubai’s aviation sector for 40 years of growth, ensuring it remains a global hub for passengers and cargo.


Regional Expansion and Connectivity

DWC’s expansion aligns with broader trends across the Gulf. Sharjah International Airport, located just 20 miles from Dubai, is ramping up capacity to serve 20 million passengers annually. Similarly, Kuwait International Airport is building a terminal capable of handling 25 million passengers, with future plans to double that capacity.
